Car parking signs in spotlight District council starts review as frustration grows By Georgia O’Connor-Harding CAR PARKING signage across Selwyn is to come under scrutiny. A district council review will determine how enforceable the time-limit signs it has in place actually are. District councillors met last week to discuss how car-parking issues in high-usage business areas are being handled. Mayor Sam Broughton said the review will examine if the signs are in the right locations, if the time-limits need changing and if signs are there for historical reasons or not. “Parking wardens were discussed as one of the options but first we want to get a stock take of what the extent of our current signage is and whether it can be enforced,” he said. The district council prefers to take an educational approach to change behaviours and issues infringement notices if necessary. When asked by Selwyn Times how many infringement notices have been issued in the past five years, the district council did not have data

available. Mr Broughton said he was not expecting to see a report on signage until the end of the year. Lincoln Club president and Hammer Hardware owner Lynn Townsend said the review is urgently needed.

“They have got to do something. The parking problem is getting worse and worse in Lincoln,” he said. While Lincoln would eventually need parking wardens he wasn’t sure if it was necessary yet.

It comes as more pressure is put on car-parking in business areas. The Black Door Bar and Eatery in Lincoln put up clamping and tow away signs on council 120 minute restricted parking signs outside its Robert St several

weeks ago. The business and council are in dispute over usage of 12 parallel car parks in Robert St. The issue remains unresolved and neither party will discuss it with the Selwyn Times. The clamping signs have been taken down. Mr Broughton said The Black Door situation was not discussed at Wednesday’s meeting. District councillors Craig Watson, John Morten and Murray Lemon did not see the need for enforcement in their main townships. Cr Watson said while he did not think parking wardens were needed for Rolleston at the moment, there may be a time when it is needed as the township grows. THE DISTRICT council has shifted into second gear as it looks into its car parking policy. The 5min, 30min and 120min car parks in the commercial areas of the district are not policed. Up until now, it hasn’t been too much of a problem. People come and go and usually everyone is happy. But with more business moving into the district to service the booming population and car parks at a premium, feathers are being ruffled. Selwyn Times lifted the lid on the issue with the Black Door bar in Lincoln and its wheelclamping sign saga several weeks ago. The issue between the business and district council over 12 car parks in Robert St is unresolved. But the issue is wider than that and a district-wide review is under way as we report on page 1. – Barry Clarke

Barton Fields rental angers neighbours

Fashion By Georgia O’Connor-Harding A SIX bedroom rented house in an up market Lincoln subdivision is at the centre of a row which could shape the future of the district’s planning rules. Residents living in Carnaveron Dr, Barton Fields, have complained to the district council about the property they claim is a boarding house. The property is owned by a Lincoln University student Harry Crawford, who is currently back in Auckland where he is originally from. It is tenanted by students and professionals. Residents say there is no issue with noise but say the property is generally untidy. Under the current district plan the house is defined as a dwelling and complies with residential activity rules. The district council’s environmental services manager Tim Harris said the district plan does not have a definition of a boarding house. The district plan is under review and Mr Harris has not ruled out potential changes in

nearby residents Kate MacLean and Lin Tian said they would not have bought sections if they knew the rental house was being built. They were angry at the businessman who sold the section to Mr Crawford. The house sits on the boundary of the Barton Fields subdivision currently under development by Faulks Investments Ltd. Managing director Tony Faulks said the house should not have been authorised by the district council. In Christchurch last year, The Ilam and Upper Riccarton Residents’ Association successfully lobbied for the Christchurch City Council replacement district plan to have a boarding house definition, to stop loose “rent a room” arrangements. Your Local Views Garry Birch, 79, has just been made a life member of the Lincoln Club. He spoke to Georgia O’ConnorHarding about his time with the club, his transport company and fishing in remote, crocodile-infested Australia How did you come to be involved with the Lincoln Club? We had a transport business. It was E Birch and Sons those days. We carted potatoes and stuff like that when we grew them on the old Lincoln Club grounds to raise funds to help with its construction. Our company started to build the club on Edward St and that is what has happened. We were involved in building the car parks and driveway. The first meetings we had was initially at our house in Lincoln. It was called the Ellesmere Country Club back then. I have been there since day one virtually. What caused the name to be changed? They changed the name about eight years after we had the club going I think. The district council bought our site. Now we have got the club in the pub of The Famous Grouse.

When were you given life membership? On Sunday at an annual meeting. It was given to me by the Lincoln Club president Lynn Townsend. Have you lived in Lincoln all your life? Not yet, I am not dead yet. No, I have. I was born and bred there. What kept you here all that time? Probably the family business. It is a good town. I quite like it so I suppose that is why we have stayed. It is not so quiet now. There are a lot of new faces and people. Things have changed over the years. It is a lot busier but I don’t mind it. It is always a challenge which is good. Tell me a bit more about the family business you have run? It was started by my grandfather in 1908. My brother and I bought it off my father and

his brother. About seven years ago I got out of the business and my brother sold it out to Ellesmere Transport Co Ltd. It got too competitive for us to stay in business. We eventually sold it out three to four years ago. My brother and I were both getting on and thought we would retire. Now you have more time to yourself, what do you enjoy doing?

a life member of the Lincoln Club For 22 years. I love it, it is excellent. Have you got any exciting tales? Not really, I have seen a few snakes and we do a bit of shooting. We get the odd wild pig and feral cats. The feral cats eat all the wildlife up there apparently, and they want to try get rid of them because they are a menace. It is a bit different in New Zealand. Them and the dingoes of course – they get shot too. I like hunting, fishing and shooting and so forth while I could still do it. I don’t shoot as much anymore. I mainly fish. What is the most exciting fish you have ever caught? The barramundi – we have caught them up to 1.2m long. They are quite a big fish. Was it a battle reeling it in? They fight quite a bit. It takes a while, but when we get them into the boat they get tired quickly. They are one of the better fish for taste. They are as good as New Zealand or Chatham Islands blue cod. We go over to Chatham Islands every second year to fish. My sons go snorkelling for crayfish. I have snorkelled a bit. We have caught groper over

there. We’ve been doing that for 12 years. Have you ever caught anything weird like an octopus? We have had an octopus climb on board at one stage. They are terrible things. They climb under seats and are terrible to get out. Mind you it wasn’t big but still a menace. It was caught on the line. Once it latched onto the boat it climbed on board. They are pretty slimy sort of things. You travel a bit with your fishing. Is there anywhere else? We have been to Stewart Island and Fiordland as well. Is there anywhere you like to go fishing in Selwyn? I think in the Selwyn River a few trout are caught. My boys

used to fish that years ago. We have been out on Lake Ellesmere and caught flounders. I hear you had a re-union last week? These guys were in the New Brighton Power Boat Club. My older brother and I used to race them but he passed away three months ago. There were about 17 of us. We met up, had a couple of beers and food at Trevinos. Peter Knight was one of the racing guys we were with. He has been a world champion. We raced at New Brighton by the estuary. We used to meet every year. Last year they said we are going to meet every six months because one or two are starting to tip over. Since the last meeting two have passed

away. One was my brother and the other was a cousin of mine. Do you have any other hidden talents? In my younger days I used to play ice hockey. I played for Canterbury and was a New Zealand representative as well. We were going to go overseas to Canada and the United States but the money was the thing that held us up in those days. It was too costly for a young fella. How did you meet your wife? Actually my second wife. We celebrated 36 years last Thursday. She is a local girl from Springston

South. We met at the Springston Hotel. Are there any other projects you have on the go? I do the odd jigsaw puzzle. I am waiting for the summer so I can get a lawn down and a couple of fences up. We are in a new house. Our other house got knocked over in the earthquake. We have been living in a portacom for five years. It hasn’t been easy but we got what we wanted and that is the main thing. That is what happens with insurance companies. You are forever battling them.

Joint developer/council car park plan given okay Fashion By Georgia O’Connor-Harding A PLAN for joint developerdistrict council funding for commercial car parking has been endorsed by Selwyn businesses. The district council is considering to partially support the cost of constructing car parks for new businesses. A report on the funding was put to Pat the property comMcEvedy mittee earlier this month. It comes after the district council was approached by a developer in Lincoln asking if it would consider developing car parks in conjunction with them. This was because their development would use the entire site leaving no room for car parking. The district council would not provide the name of the developer to the Selwyn Times. The standard approach is for the developer to provide their own car parking. But the report said there are

financial benefits to a joint approach. Car-parking between The Laboratory and the Lincoln Library and Service Centre is a good example of this. The Laboratory owner Martin Bennett said sharing the car park has worked well. “The district council provides the land, we pay for construction. They are not exclusively ours but we get to use them,” he said. Mr Bennett said district council funding car parks is essential. There is no time line on when the district council will make a decision or on how much funding it will allocate. But councillor Pat McEvedy said he hopes a decision will be made as soon as possible. At a recent district council meeting, Mr McEvedy called for a district-wide policy to ensure businesses across Selwyn were treated the same. In September, Selwyn Times reported a petition from Lincoln business owners was presented to the district council to stop cycleways on either side of

Lincoln Club president Lynn Townsend, who organised a petition, said he welcomed the idea to have the district council partially fund businesses’ new car parks. “Sense may be finally starting to prevail . . . the very fact they are considering some form of contribution towards provision of car parking in Lincoln is definitely step in the right direction,” he said. The Lincoln Pantry owner Phillippa Boa was also in support of the funding. She said her business on Robert St shares about nine car parks with four other shops. But Mrs Boa said the planned cycleway through Lincoln is the biggest threat to businesses and owners have a united front an alternative route needs to be put in place.

Look a little deeper at the action being taken to improve our precious water. This year, there are new requirements on farmers to limit the effects of farming on water quality. The majority of farmers are already doing the right thing, but more needs to be done to truly improve our precious water. We are working with farmers so that they know exactly what they need to do. Your Local Views of Blakes Rd becoming a cul-de-sac will have minimal impact on traffic turning right onto Shands. This road has only got busier and I have witnessed a number of accidents on this corner. As mentioned in your article, there have already been fatalities at this intersection. When there is a queue of six to eight cars in the morning wanting to turn right on to Shands Rd, some cars will turn left, go down Shands Rd, then do a U-turn, which doesn’t help the people turning right. I look forward to any feedback on this.

We are now 2017, 20 years exactly have passed. The book makes one aware of the massive acceleration of damage to our waterways since its publishing. Dairying and unbridled growth in what were until very recently small country towns are the main driving forces. Interestingly the book also gives an insight to a possible agenda for certain business conglomerates to be in favour of Lake Ellesmere/Te Waihora complete demise, opening it up for another use. The air in Lincoln tonight reeked of what smelled like raw sewage. Volunteer firefighters simply want to help The district is fortunate to have huge numbers of volunteers committing significant time to help clubs, organisations and causes. Lincoln Volunteer Fire Brigade chief fire officer Jeremy Greenwood explains why firefighters do their bit to help I’M CONSTANTLY amazed at the support volunteer firefighters in the district receive from the public. As chief of the Lincoln brigade I see it every week. I’m unsure the exact reasons but suspect it has a good deal to the fact that fires, emergencies and natural disaster do seem to affect us all. People value the time, commitment and family sacrifice that our firefighters make to help our community. I was once asked by a woman visiting the Lincoln fire station: “Is there a typical time that the alarm goes off?” Before I could answer one of my colleagues interrupted: “Usually dinner time or kids’ bath time!” The comment was made in jest, but the message was simple; you never know when the alarm will sound but it’s often at an inconvenient time.

The fire alarm can go at any time of the day or night, 365 days of the year. The amount of weekly training we are required to undertake is astounding and added to that are additional weekend specialist courses that we’re required to attend or choose to attend. We’re constantly involved in formal initiatives to educate children about fire safety and this sees our crews regularly visiting schools, pre-schools, Cubs, Scouts, Guides and so forth. We also work hard to ensure the fire safety messages get through to other groups within our community; farmers, the elderly, landlords and tenants and the disadvantaged. This help could be as simple as alerting people that they could be eligible for subsidised home smoke alarms, and then installing them at no cost. So, why do we do it? It’s challenging, rewarding and a great way to meet people within the community. Most of all, we simply want to do our bit to help.

Young musicians gear up for Bandquest PUPILS ACROSS Selwyn primary schools are gearing up to unleash their inner music talent for a national band competition. West Melton School, Rolleston School and Prebbleton School will take part in Rockshop Bandquest, a nationwide music contest for intermediate and primary pupils. News New irrigation system for domain

By Georgia O’Connor-Harding THE BACK-FIELDS of the Lincoln Domain are out of action while a new automated irrigation system is installed. But the fields are set to be re-opened in time for the cricket season in October. The district council has decided to install the new irrigation system in a bid to fight the dry weather. The installation of the second stage of the system began last week. The first part of the $161,061 project was completed earlier this year, with the front fields now irrigated under an automated system. “We have already noticed grass growth and cover in the condition of the front fields,” Lincoln Event Centre manager Ginny Bowden said. She said the fields previously had to be manually watered meaning moving the irrigator up to three times a day during dry conditions. The new system aims to save time, money and labour.

New Zealand’s first PGC Smart Playground has opened this week right here in Selwyn, bringing a new kind of fun to Levi Park, Rolleston. The park has been transformed into a PGC Smart Playground as part of a 90-day trial aimed at bridging the gap between digital and physical play. New Zealand company Playground Centre (PGC) has exclusive rights to the North American Biba technology that powers the play. At Levi Park six augmented reality markers are now attached to the existing playground equipment which can be easily scanned by parents and children to activate mini-games and unlock new play content aimed at three to nine-year olds. The games can be downloaded free – search for ’playbiba’ in the App Store or on Google Play. To play, the parent holds their phone with a Biba game open, issuing playful instructions based on an imaginary premise (like, ‘you’re a secret agent!’) while the child follows them. The child spends most of their session time playing away from the phone on playground equipment based on game directives. They then return to the phone intermittently to perform a game function, complete a mini game or advance their progress through the game’s imaginary scenario.

Upgrade work at the intersection of Hoskyns Road and Sandy Knolls Road is continuing. Traffic approaching from Sandy Knolls Road will need to stop for Hoskyns Road traffic. Care is needed when driving through the site.

Construction of a right turn bay is continuing at the intersection of Dynes Road and Springston Rolleston Road, with traffic controls in place at this location. Busy time for Rolleston College ROLLESTON College students have been making the most of its thriving sports scene. Last term marked a busy time for the school. The school was excited to receive its first set of winter uniforms outfitting rugby, football, netball and basketball teams recently. Basketball is being played on Friday nights with Rolleston College represented with two boys teams playing in the Canterbury secondary schools year 9 competition. Both teams have had a successful season so far and are on track for making the semi-finals. The Rolleston College gym has come alive on Friday nights while hosting these games. Netball has been particularly successful in term two with the school’s A team competing in Canterbury secondary school competitions. Sports co-ordinator Carolyn Corbett said the B team plays all their netball in the Wednesday competition and has had some good results and have enjoyed playing together. A tournament team was picked to enter in the South Island secondary schools netball tournament. This was a historic occasion for Rolleston College as it was the first tournament entered by it.

Other achievements the school had recently was Willow Mountford who competed in trampolining finishing second in

Mrs Corbett said the school looks forward to seeing what sporting achievements this term brings. “We will have some teams playing in secondary schools finals and a proposed trip to Marlborough Boys’ College for our boys rugby team,” she said.

Insulating a home can make a big difference as can hanging warm drapes, fitting draft stops to doors, and attaching foam stripping around the inner edge of older windows. Check also that window catches are fitting correctly and each window can be shut tight. Installing heat pumps will also make a difference while a log or gas fire will add ambience. ASHBURTON EXCHANGE Lincoln High School/Ashburton College 2017 Sports Exchange Lincoln High School renewed its rivalry with Ashburton College at their annual Sports Exchange on 10 August. Games were played at Ashburton College, Ashurton Domain and the EA Networks Centre. Fifteen fixtures encompassing eight different sporting codes were covered at the 2017 Sports Exchange with a total of 188 Lincoln High School students and staff competing on a sunny winter’s day. On behalf of the students, the LHS Sports Department would like to thank the coaches and managers for helping on the day. Lincoln High School students applied themselves enthusiastically throughout the day narrowly winning the cup by a score of 8 to 7. Senior A Netball 2017 Lincoln High School’s 2017 senior A netball team will compete in the South Island Secondary Schools’ tournament from 4th September to 7th September. The team has had a successful season with competitive matches in the Supernet Reserve interschool competition and representing the Technical Netball Club on Saturdays, where they competed well in the senior reserve grade. A new look team this year will compete in the tournament in Christchurch. They will compete alongside 32 teams in the A-Grade, playing two games a day, with the aim of equalling or bettering the 2016 team’s 24th placing. Under 15 Rugby 2017 Lincoln High School is about to compete in the South Island co-ed Under 15 Tournament being held in Greymouth. The Under 15 rugby team for Lincoln this season is most of the very successful Year 9 and 10 mid-week rugby team, that won the Canterbury mid-week competition and bolstered with a few Year 11 boys that are still Under 15. They have played the Ashburton College Under 15 team and recorded a win. They will also play Rangiora High School and St Andrews College Under 15 teams in warm up games before they travel away. With Lincoln only having one Saturday rugby team the co-ed Under 15 Tournament is a great opportunity for all players who potentially want to play 1st XV rugby for Lincoln High School to experience Tournament rugby and

test themselves as a team against other schools whose teams play together all year. At least five shortened games will be played during the Tournament. Since Lincoln became involved with the co-ed tournament, we have had some great results. This year’s team is very balanced with strong forwards and backs that know how to use the whole width of the field. Quite a few of the players were in last year’s Under 15 team and those players, coupled with many rising stars, we are hoping that this year we will once again make the final. The Lincoln High team was also named the “Best and Fairest” at last year’s Tournament which is a huge accomplishment as it is voted on by all your opponents and the referees.

1st XI Girls Hockey 2017 The 1st XI Girls’ Hockey team head to Dunedin for the Audrey Timlin Memorial Tournament at the beginning of September. Lucy Turner and Lucy Kettles join forces to captain the team this year with the aid of Millie Thompson stepping into the vice-captain role. The team has 13 girls returning from last year with three fresh faces adding to the side.

1st XI Boys Hockey 2017 2017 is proving to be a stellar year for Boys’ Hockey at Lincoln High School. The team leads the competition in its division and recently beat Ashburton College in the annual exchange. The team lacks the star players of yesteryear but makes up for this by playing consistently as a unit. Players range from Year 9 through to Year 13 with a range of skills and experience. The team’s experienced coach, Brent Norton, has focused on skills development and working as a team on the field. Of note is its ability to score goals this season through good finishing in the circle, with few against. Fitness levels are improving and it is pleasing to see the team finish games strongly as the opposition starts to tire. The team will travel to Oamaru this year for Winter Tournament and will again compete for the Coaches Cup. This tournament is always keenly contested but the team is quietly determined to do well this year.

1st XI Girls Football 2017 The Lincoln High School Girls’ First XI football team has had a fantastic season, winning every match in their Girls’ Premier Division 2 league so far. In the current round, they have scored 37 goals while conceding only 4. The girls are all very eager to finish off on a high, hopefully with a win in the final. This year, the girls hope to follow up on their strong performance in the local school league with a successful campaign on tournament; which sees them heading up to Blenheim to compete in the Gary Sowden Secondary Schools’ Tournament, a competition they placed third in last year. Led from the front by Captain Emma Kench, who is competing in her fifth and final tournament for Lincoln High School, this diverse team is keen to do well and send our senior players off in style. 1st XI Boys Football 2017 Lincoln High School’s 1st XI boys’ football team will again attend the New Zealand Secondary Schools’ Premier Football Tournament in 2017. This will be the 3rd time in the last 4 years that the boys have qualified for the most prestigious tournament. The tournament will be held in Napier and runs from the 4th to 8th September and features the best schoolboy football teams in the country. The team have had mixed season locally and often did not get the rub of the green in some games. Still the team finished with 6 wins, 3 draw and 3 losses to finish 6th out of 13 in a closely fought round robin competition. The highlight was Lincoln High School again winning the Connetics Challenge 1st XI Football Team Shield with a 3-1 win over St Thomas of with the Connetics Canterbury College. Challenge Shield after defeating St There will be stern competition in Napier Thomas 3-1. with the team in the same pool as Auckland’s St Peters College, Tauranga Boys College and St Patricks College from Wellington. It will be difficult to emulate last year’s 9th place finish, however Captain Mason Stearn has emphasised that anything is possible in tournament football.

Easy to grow echinops

I OFTEN think it can be nice to have some plants in your garden that don’t require much work. Kind of like a set-and-forget approach – once it’s planted it will take care of itself. Echinops ritro, also known as globe thistle, is one of these easy-care plants. It is a hardy plant that tolerates frost and heat, and thrives just about anywhere. And, because it’s a perennial it will stay in your garden a long time. (For beginner gardeners out there, annuals are plants that only last one year or season. Perennials will keep popping up season after season.) Like the name globe thistle suggests, it looks like a round version of a Scottish thistle in that lovely deep blue/purple colour. However, it’s actually a member of the

aster family and not a thistle at all. Which is great, because this means it doesn’t have any spiny prickles. If you have a perennial garden or want to create a cottage garden look, echinops ritro would make a great addition. It looks nice planted amongst other tall, cottage garden-style plants foxgloves, lupin, hollyhocks and delphinium. It also looks lovely grown with coneflower Echinacea in a border – their similar appearances really complement each other. And, if you still need further convincing about growing echinops ritro, bees love it! Once you have seedlings it’s time to look for somewhere to plant them. I recommend making the most of their hardiness and growing them in full sun. Plant each seedling approximately 30cm apart. When they start flowering in early

summer, you can expect to enjoy stunning blooms for around eight weeks. Echinops ritro make good cut flowers and wonderful dried flowers. As dried flowers they can last for years in a good condition. When they’ve finished flowering I sometimes cut them back to around a third of their height. This gets rid of all the

old leaves and encourages the plants to come away stronger the following spring. It will also stop them re-seeding if you do it early enough – when the colour starts to fade in the flower heads. Otherwise it’s fine to take advantage of their easy-care nature and just let them do their thing.

Spring is a great time to fertilise your citrus plants, so get prepared now. The spring growth will begin towards the end of September, so you need to make sure that the tree has time to soak up the nutrients so they can fruit and flower.

This will give your tree the best opportunity to reward you with juicy lemons, so it pays to not skip this step each season! Citrus have shallow roots, so during their growing and fruit development season, they need plenty of water and fertiliser. They need fertilising 3 times per year; September, December and February. Plants must be wellwatered regularly, especially during the hot dry weather that we get in February and March – as this is when the fruit is developing. Application rate: For trees in the ground, apply at 300 grams per square metre around the outer foliage of the tree (the drip line). If you have trees in pots, you would be using our Intelligro Topdressing Fertiliser at a rate of 1-2 grams per litre of pot size.

The pruning of citrus is usually done just before they start to grow in early September, so now is a great time to do it if you haven’t already. To do this you will thin out the centre of the plant, removing any thin spindly growth. It is also a good idea to trim around the outside, reducing some of the branches so that air can circulate through the plant. As you harvest the fruit, trim back the branches they have come from. This will help to promote future growth.

FOCAL POINT Beginning, as with any room of the home, a space must always have a focal point to anchor the space. For some, this may be a bar or barbeque area, a large dining table, or a chill-out zone with couches or loungers. Outdoor fireplaces are becoming more and more popular as our living areas blend seamlessly between indoor and outdoor entertaining throughout the changing of the seasons. They can serve not only practical purpose of somewhere to gather around to warm as the nights get shorter, an outdoor fire can make a stunning feature or room divider for any outdoor living area. Water feature like a pond with beautiful Koi fish can also service as a great outdoor focal point, creating a tranquil environment in which to relax and unwind in, or create a meditative Japanese rock garden which your

Create privacy and soften sharp angels. Living walls, an ever-increasing popular vertical plant system, can be either free standing to create different outdoor areas and can be on wheels to easily transform your outdoor space at a moments notice. Play with height and scale with various types of planters, whether you use hanging planters to draw the eye upwards, or oversized planter pots to add drama. GO WITH THE FLOW Creating a great indoor/outdoor flow is easily created by opening up your kitchen with bi-fold doors or windows to create a servery or bar for easy entertaining.

If you are building your home from the ground up, you may want to design an outdoor room which lies at the very epicentre of the building with rooms opening onto the communal courtyard with bi-fold doors. FUNCTION OVER FORM Consider what you intend to use your outdoor space for. If you don’t plan on eating outside, there’s no need for a dining table, but buy some comfortable outdoor seating instead, and if you only intend on sitting outdoors during the

Your guide to Show Homes & New Sections in the Selwyn District

Make your new home street smart When choosing a plan, something that is often forgotten is how the house will look from the street. Developers of residential subdivisions generally have covenants relating to this and will require concept drawings along with a landscape plan to be submitted for approval before lodging a building consent application. Their aim is to preserves the quality of the subdivision, something that benefits all who own properties there. Certain claddings may be specified along with range of roof pitch and an expectation for windows on the side of the home facing the street, as well as landscaping that enhances the overall look of the subdivision. To avoid slowing the process down it is best to plan all aspects of your home’s design before seeking developer approval and lodging consent documents with the Council. In viewing the plans for a home, the developer will want to see a street frontage that is attractive. Garages that have plain walls on the street side may be frowned on with a request for changes to be made. There may even be specific requirements in relation to the garage door. Where a street frontage faces north or west, large windows and sliders are likely. When the front of the home faces south so will not capture any sunlight, there may be less desire to include windows however this is often something a developer requires. An option is to incorporate long narrow windows which give a home street presence yet do not compromise interior wall space. Opaque narrow windows can be incorporated into the garage to break a stark wall with the added advantage of providing light while hiding what is inside. Many covenants have clauses relating to the parking of caravans, motorhomes or boats often requiring these not be on view, back from the street, and screened off. The same applies to sheds and other structures. Even the meter box, heating systems and solar panels often need to be out of site from the street.

While plant species may not be required, height, width and an impression of plant types are often expected to be stated, to illustrate the final look. This is something that a landscape designer or nursery can provide help with. The letterbox too may need to be constructed from materials in line with those used on the home. The type of fencing is likely to be stipulated with any high fences to be back from the street and not over a certain height, something that is also reflected in the Selwyn District Council’s best practice guidelines. Take time to read a developer’s covenants before and after purchasing land. If you have any concerns talk to your builder and developer’s representative. It may save you money and time.
